South, under its status as a non-profit 501(c)(3) corporation, is operating fully in accordance with the current California Corporations Code. The bylaws of an organization are a critical governing document intended to outline an organization's basic structure, voting rights, the powers of its directors, and most importantly, what comprises "membership" within that organization.
"It was time for an exhaustive review, which is very often something that is easy for an organization to put off. There have been new revisions to the Corporations Code and we wanted to ensure that our legal counsel did a full review," stated Cal South President, Johnnie Garza. "Outside of the legal aspects, there were other elements we wanted to take a closer look at as well. We are a membership-based organization, and we wanted that to be clearly established
very early on in the document. People want to know who our members are, how you become a member, and who gets to vote. We have outlined that with much greater clarity within our revisions, and we think it will be a welcome change."
The Cal South Board of Directors will finalize the revisions at the December Board Meeting with the actual adoption being voted upon by the credentialed affiliate members at the Cal South Annual General Meeting on February 13, 2011.

Cal South Teams in Good Standing Need Not Use Travel Papers for Such Events
California State Soccer Association South [Cal South] teams in good standing may now travel to friendly matches* and sanctioned tournaments located in all US Youth Soccer Region IV states without garnering permission through travel papers. US Youth Soccer Region IV state associations include Alaska, Arizona, Cal North, Colorado, Hawaii, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming. All players must have a current medical release
(player registration form) and player card, and all team administrators must have a current administrator pass. These documents are proof of insurance coverage should an accident occur on the soccer field during a sanctioned event as mentioned above.
All travel outside that noted above will still require travel papers. If you are unsure whether a tournament is sanctioned through a particular US Youth Soccer Region IV state association, please visit http://www.calsouth.com/travel-papers/ for a listing of the state associations. Go to the website for the state in which the tournament is taking place, and if that tournament is not listed as being sanctioned
by that state association, please contact the Cal South corporate office for further assistance and instructions.
*Friendly matches must have documentation such as an email exchange stating the intentions of all parties involved.

Please Review All Pending Applications Within Your League
Now that the 2010-2011 fall season has started, registrars should take a look at any pending applications within their league. In CORIS, you can do this by simply pulling up "Pending All Applications" and "Accepted - Yes" on the menu to see players for whom you have been potentially billed but were not assigned to teams. If, in fact, these players are not playing for you this season and you have already refunded their money, please send a list of the names to
