IRS Announces One-Time Filing Relief for Small Exempt Organizations That Failed to File for Three Consecutive Years
Be Sure that Your Filing Status is in Compliance
The IRS is providing one-time relief to allow small tax-exempt organizations to come back into compliance and retain their tax-exempt status even though they failed to file for three consecutive years for 2007, 2008 and 2009. Small nonprofit organizations at risk of losing their tax-exempt status can preserve their status by filing returns by Oct. 15 under the one-time relief program. Two types of relief are available for small exempt organizations - a filing extension for the
smallest organizations required to file Form 990-N, Electronic Notice (e-Postcard) , and a voluntary compliance program (VCP) for small organizations eligible to file Form 990-EZ, Short Form Return of Organization Exempt From Income Tax. Small organizations required to file Form 990-N simply need to go to the IRS website, supply the eight information items called for on the form, and electronically file it by Oct. 15. That will bring them back into compliance.
Under the VCP Voluntary Compliance Program, tax-exempt organizations eligible to file Form 990-EZ must file their delinquent annual information returns by Oct. 15 and pay a compliance fee.

Registration is still in full swing for the 2011 Cal South National Cup and the 2011 Sports Authority State Cup. The cost for teams entering the National Cup is $725, while the State Cup, which picked up a title sponsor in Sports Authority through their recent partnership with Cal South, will be split once more into two separate divisions: Governors and Presidents. Teams applying to take part in the Presidents Division pay a $625 entry fee, while those
applying for the Governors Division pay $525 per team.
There are very specific guidelines about which division of State Cup your team can play, so please check out the Play Level Guideline Chart at www.CalSouth.com/state-tournaments/. You will also find links on that page which will take you to full information about each of the Cup competitions.

Board of Directors' Positions Up for Election in 2011:
Executive Vice President | Vice President of Youth | Treasurer | Commissioners for Districts 1, 3, 5, and 7 The election process for the upcoming elections of District Commissioner and Cal South Board positions is well underway for the 2011 calendar year. Nomination forms and official notices for these positions were mailed out in September to the presidents of all approved Cal South
leagues. The nomination deadline for all positions up for election is Monday, October 18, 2010.
Transparency is fundamental to the Cal South Nomination Committee's processes. In the interest of serving this statement properly, Cal South provides the following information in accordance with our bylaws on the entire nominations process and timeline therein:

All league and club tournament directors should be aware that October 15, 2010 is the final deadline for submitting tournament applications if you wish for your tournament to appear in the upcoming 2011 Cal South Tournament Guide.
The Cal South Board of Directors normally considers Sanctioned Tournament Applications at only four board meetings each year. The deadlines for submitting applications for the November and December meetings are as follows:

- October 31 | Eligible for approval at the December meeting
TOURNAMENTS MUST BE SANCTIONED BY MID-NOVEMBER IN ORDER TO APPEAR IN THE TOURNAMENT GUIDE
The Tournament Guide insertion order is available for download here, but has already been emailed to all Cal South tournament directors as well. If you have already sanctioned your tournament(s) for 2011, then you only have to worry about getting your Tournament Guide insertion order sent in to the Cal South Corporate Office by November 1, 2010.

Cal South is proud and excited to announce its first Adult Premier Soccer League for U20 and U23 men's and women's soccer teams. Each year the need for a league for these adult players grows, and it is expected to continue to grow rapidly as clubs begin to form teams for their youth players who have finished high school and are moving on to college or the work force.
The 2011 Adult Premier Season will begin just after the Adult State/National Cup Competition weekends on May 20-22 and May 28-30. The first week of Premier League play begins on June 1, and then continues through the weekend of July 30, 2011. The final two weekends, July 23-24 and July 30-31 may be reserved for a final playoff format if needed - this is to be determined based on number of teams that enter the league.

Former SDI Nasser Sarfaraz Steps Down from State Referee Committee Role
The Cal South State Referee Committee (SRC) is happy to announce the appointment of Arturo Angeles to the position of Cal South State Director of Instruction (SDI) effective immediately. Angeles steps into the position after serving as the State Director of Assessment and brings a resume loaded with experience at all levels of the game.
"We are excited to have Arturo step into this important role and look forward to him helping us elevate the level of instruction throughout every referee training being put out by Cal South," said Cal South State Referee Administrator George Noujaim. The announcement comes on the heels of Nasser Sarfaraz stepping down for personal and private reasons. "We thank Nasser for his service to the SRC and we will look to build upon the solid foundation he helped put in
place."

In a continued effort to provide a safe and secure environment for soccer throughout all of Cal South, the Cal South Board of Directors, upon feedback from member leagues, has decided to extend the Referee Risk Management Policy to include out-of-state referees officiating league play. The end result of this action is that referees who acquire their USSF certification in another state association, but who also officiate league play week-in and week-out within the boundaries of
Cal South, will have to go through Cal South's required Risk Management process of "Live Scan" fingerprinting.
The initial policy implemented as of June 1, 2010 did not take into account the rise of out-of-state referees officiating multiple weekends of league play. Cal South and their State Referee Committee (SRC) will look to work within their network of referee associations, gaming circuits and certified assignors to adopt compliance of this new policy rollout.
*This policy extension does not impact Cal South-sanctioned tournaments which may bring in out-of-state referees for a lone weekend. Those referees need only to comply with the Risk Management requirements of their home state association.

Please Review All Pending Applications Within Your League
Now that the 2010-2011 fall season has started, registrars should take a look at any pending applications within their league. In CORIS, you can do this by simply pulling up "Pending All Applications" and "Accepted - Yes" on the menu to see players for whom you have been potentially billed but were not assigned to teams. If, in fact, these players are not playing for you this season and you have already refunded their money, please send a list of the names to
one of Cal South's League Account Managers for review and confirmation of cancellation and billing credits.
