Ricardo (Rick) Velasco is the current Cal South District 7 Commissioner, and is responsible for San Luis Obispo, Santa Barbara and Ventura Counties. Rick serves as the chairman for the Cal South Hall of Fame Committee and the Recreational Task Force. He is also a member of the Cal South Finance, Audit, Technology and Recreational Advisory Committees, and manages TOPSoccer programs for the North County of Santa Barbara and San Luis Obispo County.

Rick holds a National coaching "D" license, and has been involved with Cal South as an administrator, coach and referee since 1983. He has coached at all levels of soccer, from U6 to U19, youth recreational and competitive/club teams, high school and community college, adult male and female players. He is the founder (1995), coach and President Emeritus (14 years) of the Orcutt United Soccer League. He co-founded the Iowa Club Soccer Association for adult players and the Central Coast Women's League. He also held several board positions and coached for the Santa Maria Valley Youth Soccer Association from 1982-1986 and again from 1992-1994.

As a youth, Rick was selected for and played with the Mexican U17 National Team. He graduated from University of Nebraska at Lincoln NE with a major in Accounting and minor in Economics, and holds a MBA with a concentration on Public Administration and Finance. He was a People to People Soccer Coach Ambassador from 2004-2006, serves as Vice Chairman of the Orcutt Sports Commission, and as the Vice President of the Central Coast Soccer Foundation. He also participates as a director or board member for numerous other non-profit organizations in Southern California.

Rick served on the United States Air Force for eight years, and is retired from ITT Industries as a business Manager. He and his wife Marty have been married for 43 years, and have two grown children, Ricky and Marta and 2 grandchildren, Alex and Shelby. They resided in Orcutt for 30 years, and are small business owners of Ricky's House of Pizza.
